Patrick Courcelles has been Consul and Trade Commissioner at the Consulate General of Canada in Los Angeles since July 2019. He covers the Clean Technologies and Education files, and manages a team that also covers infrastructure, life sciences, aerospace and innovation.

His previous assignments with the Trade Commissioner Service were at the Consulate of Canada in Guadalajara, Mexico (2011 to 2014) and the Consulate General of Canada in Sao Paulo, Brazil (2016-2019). He covered clean tech (among other sectors) in both postings.

He also completed a one year assignment at the Consular Agency in Puerto Vallarta (2014-15).

Before joining Canada’s Foreign Service, he worked at the University of Ottawa, where he held a variety of positions, including Director of French Immersion Studies, and Director Financial Aid and Awards.

Patrick attended the University of Ottawa, where he obtained a Baccalaureate in Political Science and a Masters in Business Administration. He comes from the province of Manitoba and speaks French, English, Spanish and Portuguese.

Ian joins OCO having served as VP of Business Development for Invest Northern Ireland for 9 years. Based in California and covering 14 US states covering the US Southwest, he embedded himself in the west coast’s key networks - building strong VC relations on Sandhill Row with Sequoia Capital, Foundation Capital, ForgePoint Capital, 100 Start-Ups and YCombinator.

Ian spearheaded a new market strategy, identifying key primary and secondary markets by creating bespoke sector research, channel engagement strategies and new propositional materials. While in Palo Alto, Ian zeroed in on the cybersecurity cluster there which brought him into direct contact with a range of decision-makers, VCs and accelerator programs.
During his time on the west coast he worked with several cybersecurity and software development firms. In particular, he assisted Lookout Security, Impreva and WhiteHat Security with their international expansion plans. His work also brought him into contact with the now well-developed DevOps/DevSecOPs cluster by engaging from Puppet Labs (OR), Chef Software (WA) and Contrast Security (CA).

His work also brought him into direct contact with these firms VC backers including Accel KKR, Deutsche Telekom Capital Partners, Kleiner Perkins, General Catalyst, Battery Ventures and Google Ventures.

Since joining OCO Global, Ian has leveraged his connections and industry networks to generate new leads and opportunities specifically within renewable technology, cleantech, climate tech and green infrastructure. He has also delivered recent Ecosystem Research Reports which mapped the key future focused industries within California, Nevada, Utah, New Mexico, Colorado, Utah and Texas.

Isabella Schilpp has been the Trade Commissioner covering the ICT file at the Consulate General of Canada in Los Angeles since 2018. In managing the ICT file, Isabella has a particular focus on the EdTech, Retail Tech, and Sports Tech sectors.

Prior to joining the Consulate, Isabella worked in the capital markets division of two international investment banks in both London and New York. She held in roles across the equities and FX sales & trading desks.

Isabella attended the University of California, Berkeley, earning an undergraduate degree in Political Science. She also earned an MBA from St. Mary's University, Twickenham. Isabella holds a postgraduate certificate in Asia-Pacific Business from the University of Phayao Thailand, and is a graduate of the Said Business School Entrepreneurship Program at Oxford University.
